양재진 교수, 《The Small Welfare State》 출간

한국의 ‘작은 복지국가’의 여러 특징을 '큰 복지국가' 유럽과 비교하며 작은 복지국가의 형성 원인을 밝혀

행정학과 양재진 교수는 《The Small Welfare State: Rethinking Welfare in the US, Japan, and South Korea》를 출간했다. 이 책은 비유럽권 복지국가인 미국, 일본, 그리고 한국의 ‘작은 복지국가’ 의 여러 특징적 단면을 ‘큰 복지국가’인 유럽과 비교하고, 작은 복지국가의 형성 원인을 밝히고 있다.

우리 대학교 양재진 교수가 편집자이자 4개 챕터의 저자로 참여하고, 국내외 저명 학자들이 공저자로 함께 했다. Margarita Estévez-Abe (Syracuse 대학), Stephan Haggard (캘리포니아 주립대, San Diego), 복지국가연구센터의 김영순(서울과기대), 권순미(한국기술교육대), 김도균(제주대), 정의룡(교통대) 그리고 김성원(동경대),  Jennier Klein (Yale 대학), Dennie Oude Nijhuis (Leiden 대학), Christopher Faricy (Syracuse 대학) 등 세계적인 정치경제학자들이 참여했고, 국제 저명 출판사인 Edward Elgar의 ‘사회정책의 새로운 지평 (New Horizons in Social Policies)’ 시리즈로 출간됐다. 

미국, 일본, 한국은 유럽국가들과 비교해 볼 때, 상대적으로 사회지출과 조세부담 수준이 낮다. 사회지출에서 연금과 의료같은 고령화 관련 지출 비중이 높으며, 기업복지, 민간보험 등 사적복지에 대한 의존도가 높은 편이다. 소득불평등도와 빈곤율이 높은 것도 공통점이다. 이 책은 유럽과 다른 한.미.일의 정치사회적 제도화에 주목한다. 산별이 아닌 기업노조식의 협애화된 노동운동, 비례대표가 아닌 소선거구제 같은 다수대표제, 연립정부가 아닌 단일 정당 정부, 사회보험 도입 이전 복지의 기능적 등가물(기업복지, 민간보험, 사회복지성 조세감면, 저축, 공공근로)의 광범위한 제도화로 인한 공공복지의 구축(Crowding out) 등이 그것이다. 

각각의 챕터는 각자 완결성을 가지면서, 1장에서 제시된 작은복지국가의 이론적 분석틀에 부합하게 아래와 같이 구성되어 있다.
