The GSGB was established in 1990 to meet the increasing demand for modern methods in administrative sciences, both in theory and in practice. Great emphasis is placed on training or retraining individuals in administrative sciences on an interdisciplinary basis.

A multidisciplinary range of courses are available for students in the master's degree and non-degree programs. There are eight major fields of specialization, with each field made up of several subfields: (1) Economics, (2) Business Administration, (3) Public Administration, (4) Law, (5) Educational Administration, (6) Computers and Information, (7) MIS and (8) Political Science.

Applicants must have a bachelor's degree from an accredited college. Matriculation is based on competitive written and oral examinations. Applicants for non-degree programs may be exempted from written examinations. In addition to the regular course instruction, public lectures and seminars may be conducted throughout the year.

For the master's degree, the student must acquire a minimum of 27 credits with a B average or above and submit an acceptable thesis. A minimum of two and a half years of residence is also required.
A certificate is issued to non-degree students after the satisfactory completion of six courses and fulfillment of the one-year residency requirement.
